Is this the best beach in Malta?
If by best you mean 'requires most steps to be climbed in order to get there', then clearly the answer is Yes. But most people don't rate beaches in such a way. Well if you're asking me, I think it's certainly one of the best. And those steps make a big difference. For one thing, it dissuades people with babies and small children from making the descent, and also puts off those people in general who don't like the combination of beach and exercise. When I was there the place was heaving with people who positively loved the combination of beach and exercise. There were kids running relays up and down the steps, and two separate groups of young fit people running around the perimeter of the sand. I felt that I had done my bit by simply walking down there, and with the prospect of having to walk back up again I didn't do a whole lot of moving about.
